What is a move-out or move-in permit in Dubai?
It is a formal approval — often called a moving NOC (no-objection certificate) — issued by the building's owners association or management before a move can take place. It protects the common areas: lifts, lobbies, corridors and gates.
The permit ties three things together: proof you are a legitimate resident, a booked service lift or loading slot, and a refundable deposit held against damage during the move. Once approved, security lets your movers in on the agreed date and time.
It is separate from your tenancy admin. Cancelling Ejari and clearing your DEWA final bill close your lease and utilities; the moving permit is about physically getting furniture through the building.
Do you need a permit to move out in Dubai?
In almost every managed tower and gated community, yes. Freehold developments run by an owners association — the Dubai Marina towers, Downtown, Business Bay, JVC and the villa communities — all require one before movers arrive.
The main exception is older, independently managed buildings, where a phone call to the landlord or watchman may be all that is needed. If you are unsure, ask building management early: assume you need a permit until they tell you otherwise.
Getting turned away at security on moving day is one of the most common, most avoidable move-out delays — and it can cost you a re-booked moving crew.
What documents do you need for a moving NOC?
Requirements vary by community, but the core list is consistent. Having these ready is what gets a permit issued quickly:
- Emirates ID of the tenant or owner.
- Tenancy proof — your Ejari certificate (tenants) or title deed (owners).
- Moving company details — company name, trade licence and sometimes the vehicle and driver.
- A refundable security deposit, usually by cheque, held against damage to common areas.
- Service-charge clearance — most communities will not issue a permit while charges are outstanding.
Once the application is approved, you book the service lift for a set time slot and collect a gate pass for the moving vehicle.
How much does a move-out permit cost in Dubai?
The amounts are set by each community, not a fixed government fee. Expect a small admin fee plus a refundable deposit that is returned after a post-move inspection of the lifts and corridors confirms there is no damage.
Because it is refundable, the deposit is not really a cost — it is a hold. The practical point is to budget for it in advance and keep the receipt, so you can reclaim it cleanly once the move is done.
Service charges are a different matter: if yours are outstanding, clear them early, because an unpaid balance is the most common reason a permit is refused.
How do Emaar and Damac communities handle move-out permits?
Both run their own community management, and both require a permit before movers enter. The process is similar; the forms and portals differ.
Emaar communities — Downtown, Dubai Hills, Arabian Ranches and others — are managed by Emaar Community Management. Residents typically apply through the community's channels with Ejari or title deed, a moving deposit and cleared service charges, then book the service lift for towers or arrange a gate pass for villas.
Damac communities, including Damac Hills, work through Damac's community team or the appointed owners association. Expect the same essentials: a move-out NOC, service-charge clearance and an access arrangement for the moving vehicle.
In both cases, apply before handover week, not on the day. A permit that is still pending is enough to stall an otherwise-ready move-out.
How long does the permit take — and when should you apply?
Allow a few working days. A clean apartment application is often approved within 24–72 hours, but service-charge clearance, deposit cheques and a busy management office can stretch that.
The safe rule is to start the permit at the same time you start preparing the property — one to two weeks before handover. That way the approval, the service-lift slot and the restoration all line up on the same date.
Leaving it late is where the delay lives: the property passes inspection, but the move itself is stuck behind an unissued NOC.
