How do you get an Emaar move permit?
Apply through Emaar Community Management — online via the community's owner/tenant portal (Emaar directs many communities to the Sakani portal) or in person at the management office. Submit the application, documents and deposit, and once approved you receive the permit and a service-lift slot.
The permit ties three things together: proof you are a legitimate resident, a booked service lift or gate pass, and a refundable deposit held against damage during the move. It is issued per move, so you apply again for a move-out even if you had a move-in permit before.
What documents does Emaar require?
Emaar's list is more detailed than most independent buildings — having it ready is what gets the permit issued without a back-and-forth:
- Emirates ID of the tenant or owner.
- Ejari (tenants) or title deed (owners).
- A landlord NOC for tenants moving out.
- Moving company details — trade licence, insurance certificate, crew list and vehicle plate numbers.
- A refundable security deposit, plus a possible NOC fee.
- Cleared service charges and utility bills — Emaar will not issue a permit while charges are outstanding.
Once approved, you book the service lift for towers or collect a gate pass for the moving vehicle in villa communities.
How much is the Emaar deposit and NOC fee?
Emaar holds a refundable security deposit — typically around AED 1,000–3,000 depending on property type and community — against damage to lifts and corridors during the move. It is returned automatically after a post-move check confirms no damage.
A separate NOC fee, often around AED 500–1,000, may also apply. Both are set by the community, not a fixed government fee, so confirm the exact amounts with your community management. Because the deposit is refundable, keep the receipt so you can reclaim it cleanly.
Outstanding service charges are the most common reason an Emaar permit is refused — clear them early.
How long does an Emaar permit take?
Allow about 5–7 business days once the application is complete and service charges are clear. A busy management office, a pending deposit cheque or missing mover paperwork can stretch that, so apply at least several days before handover, not on moving day.
The safe rule is to start the permit when you start preparing the property — one to two weeks before handover — so the approval, the service-lift slot and the restoration all fall on the same date.
Which Emaar communities need a permit?
Every community run by Emaar Community Management, including Downtown Dubai, Dubai Hills Estate, Arabian Ranches, Emaar Beachfront, Emaar South and The Valley. You can confirm your community's specific process through Emaar.
Towers need the permit plus a booked service lift; villa communities need the permit plus a gate pass for the moving vehicle. The essentials are the same across all of them — only the forms and portals differ.
