Chiller-AC handover is the step of closing or transferring your district-cooling account — usually Empower or Emicool — when you move out of a chiller-cooled Dubai tower. It is separate from your DEWA final bill, and it is one of the quietest reasons a deposit gets held, because most tenants forget the cooling account is its own bill.

What is district cooling, and why is it separate from DEWA?

In most Dubai high-rise towers, cooling is supplied centrally by a district-cooling provider — Empower, Emicool or similar — rather than by individual AC units on your DEWA meter. You get a separate chilled-water account and a separate monthly bill.

That separation is the catch: settling your DEWA final bill does not close your cooling account. Both have to be handled independently at move-out, and building management usually checks both before signing off your handover.

How do you close your Empower or Emicool account?

The process mirrors DEWA, through the provider instead:

  1. Request account closure / move-out through the provider's app or customer service, with your account number and move-out date.
  2. A final reading is taken of your chilled-water consumption.
  3. Settle the final bill.
  4. Receive closure confirmation, and your refundable cooling deposit is returned.

Why the cooling account holds your deposit

An open or unpaid cooling account is a legitimate administrative reason to withhold a deposit, exactly like an open DEWA account.
